Cultural Diplomacy (POL140)

Annotation

This course will be focused on the analysis of cultural diplomacy, taking into account various strategies for its implementation and essential principles. In the course of the last two decades cultural diplomacy has become a newly re-discovered and highly relevant field for academic studies. In order to properly understand this phenomenon and evaluate its significance, different theoretical approaches to power, diplomacy and culture must be combined with practical insights and empirical findings.

Aim of the Course

This course aims to enable students 1.) to analyse the development of the concept of cultural diplomacy as an important element that helps to unveil and perceive the complexity of contemporary diplomatic practice in combination with different scientific approaches to power; 2.) to evaluate the strategic aims of cultural diplomacy and determine in what ways it is sought to implement its major priorities in relation to public communication and economics as well as foreign policy objectives; 3.) to examine and assess concrete attempts of professional diplomats to disseminate public information about political, economic, cultural and artistic achievements of their respective country of representation.

Learning outcomes

  • Define the concept of cultural diplomacy and explain its essential features; provide comparisons between cultural diplomacy and public diplomacy.
  • Define different types of power in the context of neo-liberalism and examine major differences among them; discuss challenges of smart power and cyber power in relation to the conduct of cultural diplomacy.
  • Define the concept of social power and explain what changes have been generated on the diplomatic arena by non-governmental actors. Explain in what ways different types of power and cultural diplomacy are interrelated.
  • Define the power curse; explain how moral aspects of diplomacy affect the dominant perception of politics and the interpretation of history on the international arena. Compare basic principles of French and American cultural diplomacy and analyze essential differences between these two countries by providing practical examples.
  • Discuss the model of German cultural diplomacy in the context of contemporary politics. Explain why cinematic diplomacy has become an important tool of empowerment in the case of Germany. Analyze and indicate which factors define and shape German-Lithuanian relations.
  • Discuss the model of Italian cultural diplomacy in the context of contemporary politics. Explain why different forms of art and elements of national identity have become significant in the case of Italy. Analyze the role of nation branding and its connections to cultural diplomacy by making a comparative analysis between the cases of Poland and Italy.
  • Explain the strategies that the Russian Federation employs on the diplomatic front. Indicate for what reasons Russian cultural diplomacy is often defined as subtle propaganda. Explain the major elements of these strategies and provide practical examples to give a wider context.
